Rajasthan's ₹17,000 rooftop solar help: who qualifies and how to quote it

"Rajasthan mein ₹17,000 extra milta hai?" For some homes, yes. The rule is narrower than the forwards customers show you, and it is tied to one system size. This post reads the DISCOM's own page, works out what an eligible home pays, and shows how to quote a home that doesn't qualify.

What the DISCOM's page says

The ₹17,000 comes through the Rajasthan government's 150-unit free electricity scheme, on JVVNL's official Bijli Mitra scheme page. We read it on 30 September 2026. In its own words:

"राज्य सरकार द्वारा पात्र उपभोक्ता को रूपये 17,000 की वित्तीय सहायता एवं एक स्मार्ट मीटर नि:शुल्क उपलब्ध कराया जाएगा।"

That is: the state government will give an eligible consumer ₹17,000 of financial assistance and a smart meter free of charge. The same page shows the central assistance as ₹33,000.

Who qualifies

From the page:

• Eligible under the free electricity scheme. The consumer must be eligible under the Mukhyamantri Nishulk Bijli Yojana.
• A 1.1 kW system. The page ties the benefit to eligible consumers installing a 1.1 kW rooftop system, which gives them 150 units a month free.
• A registered vendor. Installation goes through a vendor registered on PM Surya Ghar.
• In phases. The scheme is being rolled out in phases, so an eligible household in one area may have to wait.

The page carries no date. Press reports put the launch in October 2025, but we have not seen a dated government document.

What the page does not say: whether a household that installs 2 or 3 kW keeps the ₹17,000. Ask the DISCOM in writing before you quote a bigger system with it.

The numbers for a 1.1 kW system

The central subsidy is ₹30,000 per kW for the first 2 kW, so 1.1 kW earns ₹33,000 (MNRE guidelines, effective 13 February 2024, verified). That matches the figure on the DISCOM's page.

MNRE's benchmark cost is ₹50,000 per kW up to 2 kW. It is a reference, not a market price, and the guidelines do not say whether it includes GST, so we add GST at the blended 8.9% (Notification 9/2025-Integrated Tax (Rate), effective 22 September 2025, verified).

An eligible home, 1.1 kW:

• Benchmark cost: ₹55,000
• GST at 8.9%: ₹4,895
• Total: ₹59,895
• Central subsidy: minus ₹33,000
• State assistance: minus ₹17,000
• Customer pays: ₹9,895, and gets the smart meter free

The same 1.1 kW for a home that is not eligible: ₹59,895 less ₹33,000, which is ₹26,895.

A 3 kW system for a home that is not eligible: ₹1,45,000 plus ₹12,905 of GST, less ₹78,000 of central subsidy, which is ₹79,905. Our rates file has no other Rajasthan top-up.

The gap is the point. For an eligible family, ₹17,000 is about 63% of what they would otherwise pay for 1.1 kW. Get the eligibility question right and the sale is easy. Get it wrong and the family is ₹17,000 short at handover.

How to quote a Rajasthan home

1. Ask first. "Kya aap 150 unit muft bijli yojana mein eligible hain?" If the customer does not know, check before you quote the ₹17,000.
2. Put it below the total. Show the ₹17,000 as a separate line marked "if eligible", under the net price, never inside it.
3. Keep eligible homes at 1.1 kW unless the DISCOM confirms in writing that a larger system keeps the benefit.
4. The meter is the state's. The page says the smart meter is free for eligible consumers. Don't charge them for it in your quote.

What to tell the family

For an eligible home, two sentences cover it: "1.1 kW par ₹50,000 ki madad milegi: ₹33,000 centre se, ₹17,000 state se, aur smart meter free. Aapka hissa hamara price minus ₹50,000." Say your price out loud in the same breath, so the ₹50,000 is never heard as the price.

For a home that is not eligible, be as direct: "Aapko centre ki subsidy milegi, 3 kW par ₹78,000. State ki ₹17,000 wali madad sirf 150 unit yojana ke eligible gharon ke liye hai." A family that hears this from you first will not hear it later as a broken promise from someone else.

If the family is not sure, don't guess for them. Ask them to check their status with the DISCOM, and send the quote once they know. A day's wait costs less than a ₹17,000 argument at handover.

Net metering in Rajasthan

Our rates file lists three DISCOMs in Rajasthan: JVVNL, AVVNL and JdVVNL. Our JVVNL guide lists the nine generic PM Surya Ghar stages, and marks JVVNL's own office, fees and days as not yet verified, so check your DISCOM portal. AVVNL and JdVVNL are not in the guide tool yet.

We don't have a verified Rajasthan domestic tariff for FY 2026-27 yet, so there is no bill-saving example in this post. Our calculators use an illustrative national tariff for Rajasthan and say so on screen. Don't quote that as the customer's tariff.

What goes wrong on Rajasthan quotes

• ₹17,000 promised to every home. It is for eligible consumers under the free electricity scheme only.
• 3 kW sold with ₹17,000 inside the price. The page ties the benefit to 1.1 kW. If the DISCOM refuses it, you carry the argument.
• A bill in someone else's name. Registration runs on the consumer number from the bill, so eligibility is checked against that connection, not against whoever signs your quote.
• The area's phase has not opened. An eligible family may still have to wait. Say so before they sign.
• The file sits after the agreement. MNRE's notice of 24 August 2026 advises vendors not to hold applications for more than 60 days without a valid reason. Our tools flag amber at 45 days, our own early warning.
