Haryana rooftop solar subsidy 2026: grant, interest-free loan, or central only

What a Haryana home actually gets: the central ₹78,000, an interest-free loan of up to ₹19,500 per kW, and state grants for Antyodaya families only.

"Haryana mein state subsidy kitni hai?" A figure of ₹10,000 per kW, capped at ₹20,000, still circulates as Haryana's top-up. It is real, but it belongs to one income category of Antyodaya families. For most homes, the state's help is an interest-free loan, repaid through the electricity bill, and the customer's final cost does not change.

This post sets out what each household gets, from the two DISCOM circulars, and how to put it on a quote without overpromising.

The short answer

For a general residential consumer in Haryana:

  • Central subsidy: ₹30,000 per kW for the first 2 kW and ₹18,000 for the third, capped at ₹78,000 (MNRE scheme guidelines, effective 13 February 2024, verified).
  • State grant: none (UHBVN Sales Circular U-10/2026, dated 16 July 2026, verified on 30 September 2026).
  • State interest-free assistance: up to ₹19,500 per kW, for systems up to 5 kWp, recovered through electricity bills.

Antyodaya families with small connections can get a state grant on top. The conditions are below.

What the UHBVN circular says

UHBVN's circular U-10/2026 sets out the operating procedure for the Saur Urja Protsahan Yojana. In our reading of the scanned copy:

  • Category I, general consumers who are not defaulters, and Category II, state employees: "interest-free financial assistance ... limited to a maximum of Rs. 19,500 per kW for upto 5 KWp", "recoverable through 24/12 electricity bills".
  • Category III, Antyodaya families: keep the state financial assistance described in DHBVN's circular below. Category III(b) also gets ₹9,500 per kW interest-free.

The circular is a scan and we read it by OCR. It recovers the loan over 24 bills where billing is monthly and 12 where it is bi-monthly, about two years either way. Confirm your customer's billing cycle with the sub-division before you quote the instalment.

What the DHBVN circular says about grants

DHBVN's Sales Circular D-20/2024, dated 17 July 2024, sets the procedure for State Financial Assistance on rooftop solar. It applies only to:

  • domestic connections with a sanctioned load up to 2 kW,
  • families with a PPP family income up to ₹3 lakh,
  • average use up to 200 units a month,
  • the first 50,000 consumers.

Within that group there are two grants:

  • Category I, family income up to ₹1.8 lakh: "Rs. 25,000/kW or 40% of the billed amount per kW upto 2 kW (whichever is lower)".
  • Category II, income from ₹1.8 lakh to ₹3 lakh: "Rs. 10000/KW or 20% of the billed amount per kW upto 2 kW". This is where the ₹10,000 per kW figure comes from.

Worked examples at MNRE's benchmark

MNRE's benchmark cost is ₹50,000 per kW up to 2 kW and ₹45,000 per kW above that. It is a reference, not a market price. We add GST at the blended 8.9% from the 70:30 goods and services split (Notification 9/2025-Integrated Tax (Rate), effective 22 September 2025, verified).

A general home, 3 kW.

  • Benchmark ₹1,45,000 + GST ₹12,905 = ₹1,57,905
  • Central subsidy: minus ₹78,000
  • Customer's cost: ₹79,905
  • State interest-free assistance: up to ₹58,500, which is 3 × ₹19,500, repaid through bills

The assistance changes when the customer pays, not how much. Over the recovery period the customer still pays ₹79,905.

An Antyodaya Category I family, 2 kW. If the billed amount is ₹50,000 per kW, 40% of it is ₹20,000. That is lower than ₹25,000, so the grant is ₹20,000 per kW, or ₹40,000 for 2 kW. The system costs ₹1,00,000 + ₹8,900 GST = ₹1,08,900. Less ₹60,000 central and ₹40,000 state, the family pays ₹8,900. If the billed amount includes GST, 40% of ₹54,450 is ₹21,780 per kW, still under ₹25,000, and the family pays ₹5,340.

An Antyodaya Category II family, 2 kW. 20% of ₹50,000 is ₹10,000, the same as the per-kW figure, so the grant is ₹10,000 per kW, or ₹20,000 for 2 kW. With GST in the billed amount, 20% is ₹10,890, so ₹10,000 is the lower. The family pays ₹1,08,900 less ₹60,000 and ₹20,000: ₹28,900.

How to put it on a quote

  • Ask the eligibility questions at the survey. Sanctioned load, average monthly units, PPP family income category, and whether the connection has arrears.
  • Grant and loan on separate lines. A grant reduces the price. The loan does not; write it as "interest-free assistance, recovered through your electricity bills".
  • Apply on the DISCOM portal too. The loan and the Antyodaya grant are claimed on the DISCOM's own portal, not on PM Surya Ghar alone. UHBVN checks eligibility there and then asks for the National Portal reference number; DHBVN's circular asks for the family's PPP ID on its solar portal.
  • Size Antyodaya homes to the rule. The grant stops at 2 kW, and DHBVN's 2024 circular also requires a sanctioned load up to 2 kW on the connection.
  • Show the recovery. If the bills will carry an instalment, say so now. A customer who finds it on the bill later feels cheated, even though nothing was hidden.

What to say on the phone

For a general home, one honest line does the job: "3 kW par centre se ₹78,000 subsidy milegi. State ka paisa loan hai, byaaj nahi lagega, bill mein kat ke wapas jayega." In English: on 3 kW the centre gives ₹78,000, and the state's money is a loan with no interest, recovered through the bill.

For an Antyodaya family, ask before you promise: "PPP mein family income kitni likhi hai, aur sanctioned load kitna hai?" If both fit the circular, the grant goes on the quote. If either does not, quote the central subsidy only and tell the family why.

What goes wrong on Haryana quotes

  • ₹10,000 per kW quoted to every home. It is a Category II Antyodaya grant. A general home gets no state grant.
  • The loan shown as a discount. The customer's total cost does not fall. The bills go up for a while instead.
  • An Antyodaya family sized to 3 kW. The third kW gets the central ₹18,000 and no state grant.
  • The quota. The grant covers the first 50,000 consumers. Check with the DISCOM that it is still open before you promise it.
