MSEDCL net-meter process and what rooftop solar saves on a Mahavitaran bill

Of all the tariffs in our rates file, Maharashtra's residential slabs are the steepest. On an MSEDCL bill, a unit above 100 costs more than twice what the top slab costs in Gujarat. That changes how you size the system, and it makes the net-meter file worth chasing. Every month a finished system waits for its meter, the customer keeps paying those slabs.

This post covers the steps, the FY 2026-27 tariff line by line, and a worked example where the smaller system is the better quote.

Who this is for

MSEDCL, the Maharashtra State Electricity Distribution Co. Ltd, is also called Mahavitaran. If the customer's bill says MSEDCL, this post applies.

The steps, and what you do at each

Our MSEDCL net-meter guide lists the nine PM Surya Ghar portal stages. It is the generic flow; the guide gives the ₹500 registration fee and marks MSEDCL's own offices, meter charges and days as not yet verified, so check your DISCOM portal for local steps.

• Registered. The consumer registers on the national portal with the consumer number from the MSEDCL bill. Photograph the bill at the survey.
• Feasibility. MSEDCL checks the connection and the sanctioned load. Note the date it went in.
• Vendor selected and agreement. The consumer picks you on the portal and approves the agreement. From here the file is yours to move.
• Installation. Install, then upload the photos and system details.
• Net-meter request, inspection and commissioning. MSEDCL fits the meter, inspects and issues the commissioning certificate on the portal.
• Subsidy. The central subsidy is credited to the consumer's bank account.

Documents to keep ready: the latest bill and bank details of the connection holder, photos of the installed system, and the DCR certificate for the panels.

MERC's rooftop regulations set a registration fee of ₹500 for a low-tension consumer with a sanctioned load up to 20 kW, unless MSEDCL's schedule of charges sets another amount (MERC Grid Interactive Rooftop RE Regulations, 2019, Regulation 9.1). We have not confirmed MSEDCL's meter and testing charges. Ask the sub-division in writing before you quote them.

The FY 2026-27 tariff

From MERC's order in Case No. 75 of 2025, dated 25 March 2026, effective 1 April 2026. We verified it on 30 September 2026 against the copy on MSEDCL's tariff page.

Residential, LT I(B), each month:

• 1 to 100 units: ₹3.96 per unit
• 101 to 300 units: ₹10.80
• 301 to 500 units: ₹15.03
• Above 500 units: ₹17.53
• Wheeling charge: ₹1.60 per unit, on every slab
• Fixed charge: ₹130 per connection, or ₹435 for three-phase

With wheeling, a unit costs ₹5.56, ₹12.40, ₹16.64 and ₹19.13 across the four slabs. The fuel adjustment charge and electricity duty come on top. BPL homes are on LT I(A): ₹1.48 per unit plus ₹35 a month.

Worked example: a 400-unit home

A single-phase MSEDCL home uses 400 units a month.

The bill today, before fuel adjustment and duty:

• 100 × ₹3.96 = ₹396
• 200 × ₹10.80 = ₹2,160
• 100 × ₹15.03 = ₹1,503
• Wheeling, 400 × ₹1.60 = ₹640
• Fixed charge: ₹130
• Total: ₹4,829

With 3 kW. Our rates file plans on 4 units per kW per day, which no government source confirms as an annual average. At that rate 3 kW makes about 360 units a month, leaving 40 units to import. Assuming those net units are billed at the first slab with wheeling, the bill falls to ₹352.40 and the saving is ₹4,476.60 a month.

At MNRE's benchmark cost of ₹1,45,000, plus ₹12,905 of GST at the blended 8.9%, less the ₹78,000 central subsidy, the customer pays ₹79,905. Payback: about 18 months.

Why 2.5 kW may be the better quote

A 2.5 kW system makes about 300 units, leaving 100 units to import, all in the cheapest slab. The bill becomes ₹396 + ₹160 wheeling + ₹130 = ₹686, a saving of ₹4,143 a month.

At benchmark, 2.5 kW costs ₹1,22,500 plus ₹10,902.50 of GST, less ₹69,000 of subsidy: ₹64,402.50. Payback: about 16 months.

The extra half kW costs ₹15,502.50 and saves only ₹333.60 more a month, about 46 months to pay back. It only offsets units that cost ₹5.56. Show the customer both. The one who wants the lowest bill takes 3 kW; the one who wants the fastest payback takes 2.5 kW.

MERC's rooftop regulations bill on net units: when the home imports more than it exports, MSEDCL invoices the net consumption; when it exports more, the surplus carries forward, and credits still unused at the end of the financial year are bought at MERC's generic tariff (Regulation 11.4). Homes with a sanctioned load up to 10 kW pay no grid support charge (Regulation 11.5).

Subsidy in Maharashtra

The central subsidy is the same as everywhere: ₹30,000 per kW for the first 2 kW, ₹18,000 for the third, capped at ₹78,000 (MNRE guidelines, effective 13 February 2024, verified).

We found no general state top-up for Maharashtra. That is "not found", not a confirmed "no". The state's SMART scheme, from a government resolution dated 6 October 2025, targets BPL homes and homes using under 100 units a month. A 400-unit home is outside it.

What goes wrong on MSEDCL files

• Three-phase, quoted as single-phase. The fixed charge is ₹435, not ₹130. Read the connection type off the bill.
• Wheeling left out of the saving. Our solar cost calculator uses the energy charge and lists wheeling, fuel adjustment and duty as left out, so for MSEDCL its saving is the cautious figure. Add the ₹1.60 line when you explain the bill.
• BPL homes sold on savings. At ₹1.48 a unit the bill is small, and so is the saving. Check whether SMART covers the household before you pitch.
• The file sits after the agreement. MNRE's notice of 24 August 2026 tells vendors not to hold applications for more than 60 days without a valid reason. Our tools flag amber at 45 days, our own early warning.

Frequently asked questions

What size system suits a 400-unit MSEDCL home?

Usually 2.5 or 3 kW. The 2.5 kW system pays back faster; the 3 kW system leaves a smaller bill. Offsetting the first 100 units saves the least, because they are the cheapest.

Does wheeling apply to solar units?

MSEDCL charges ₹1.60 of wheeling on every unit billed. MERC's regulations invoice the net consumption (Regulation 11.4(b)), so our example applies wheeling to the net units only.

Is there a Maharashtra state subsidy on top of PM Surya Ghar?

Not a general one that we could find. The SMART scheme is targeted at BPL and low-use homes.
